Early Saturday morning, June 28, 2009 Ofc. Jason Dolan stopped a late model Saturn after seeing it make a series of wide turns, straddle the lane divider, and he was unable to see a registration, or license plates as required by law. He stopped the car in the area of 11th St. and Willamette Falls Dr. and contacted the two occupants of the vehicle.
During the course of his investigation, he discovered 163 Ecstasy tablets (MDMA) and another 19 suboxone tablets. Suboxone is a prescription drug.
Ofc. Dolan arrested Andrey P. BOLOKHOSKIY 19, of Happy Valley, and Alex V. GORBATENKO 23, of Vancouver, WA. Each on charges of Delivery of Controlled Substances (DCS) within 100 feet of a school, and Possession of Controlled Substances (PCS) Ecstasy and PCS Suboxna. Both men were lodges at the Clackamas County jail in lieu of $72,500 bail.
These subjects were arrested about 1 block from Willamette Primary School, in West Linn’s Willamette Neighborhood.
The value of the Ecstacy is estimated at $3,600

A Mill City man was credited by Oregon State Police (OSP) troopers with helping to prevent more serious injuries to the driver of a vehicle that rolled several times before catching fire on Highway 22E near Stayton early Monday morning.
On June 29, 2009 at approximately 6:10 a.m. a 1997 Chevrolet Blazer driven by ROGELIO CRUZ-MALDONADO, age 28, from Vancouver, Washington was westbound on Highway 22E near milepost 12 when it swerved across the eastbound lane at exit 12 and into the median. The Blazer rolled several times and caught fire.
Witness NATHANIEL ACUFF, age 27, from Mill City, was following the Blazer when it crashed. ACUFF stopped and found CRUZ-MALDONADO unconscious inside the Blazer as the fire was starting. ACUFF pulled CRUZ-MALDONADO from the vehicle to safety and stayed with him awaiting medical, fire and police responders.
Fire personnel from Stayton Fire Department arrived and extinguished the fire that nearly destroyed the Blazer. They transported CRUZ-MALDONADO to Salem Hospital with non-life threatening injuries.
OSP troopers from the Salem Area Command office investigated the crash. Senior Trooper Jay Davis cited CRUZ-MALDONADO at the hospital for Driving Under the Influence of Intoxicants, Reckless Driving and Driving While Suspended.
Highway 22E was closed in both directions at the crash scene until about 7:30 a.m. ODOT and Marion County Sheriff’s Office also assisted at the incident.

Woodland, WASH – The Dobbins Berry Farm is reporting one of their workers as missing. The employee, Vasquez-Mendoza, Luis, was last seen last June 24th in the early morning hours. He is 47YOA, and was living at the Dobbins Farm at 1405 Goerig Road in Woodland. He is 5-1, 160lbs, black hair, brown eyes, and he has no family in the area. Mr. Vasques-Medoza had been drinking heavily before his disappearance and the co-workers are worried something may have happen to him. He was last seen wearing a blue button-down shirt, blue jeans, and wine colored cowboy boots.

Monday, June 15, 2009, at around noon the Westside Interagency Narcotics team served a search warrant at a Hillsboro residence in the 1800 block of SE Hanover Street. This was part of an ongoing investigation the WIN team was conducting into a group distributing Methamphetamine throughout the Washington County area. The search warrant yielded methamphetamine, firearms and cash. Investigators developed further information that led them to a rural farm house in the community of Laurel in Washington County. Several vehicles were stopped after leaving the residence and additional methamphetamine, firearms and cash were seized.
The investigation dismantled an upper level Drug Trafficking Organization (DTO) that was distributing methamphetamines throughout the area while armed.
Under previous Oregon controlled substance laws, suspects would have received much lighter sentences or even probation for Methamphetamine related crimes. Measure 57 provides enhanced penalties in distribution cases. If convicted, the suspects could face sentences ranging from 60 to 130 months in prison.
Total Evidence Seized:
1.4 lbs. Methamphetamine with a street value of about $30,000.
Nine firearms, including one that was reported stolen, were recovered.
Over $11,000 cash was seized.
WIN detectives arrested 5 suspects and charged them with the listed crimes:
Alejandro Mendoza-Sanchez (10-22-87) Possession/Manufacture/Distribution of a Controlled Substance-Methamphetamine.
Freddie Villanueva (11-70-60) Distribution of a Controlled Substance Oxycontin, Manufacture of a Controlled Substance-Marijuana within 1000 feet of a school (Hillsboro High School).
Jessica Young (5-28-80) Possession of a Controlled Substance-Oxycontin / Unrelated Warrants.
Antonio Sanchez-Zamudio (6-12-66) Conspiracy to Commit Distribution of a Controlled Substance-Methamphetamine / Carrying a Concealed Weapon.
Rosando Zamudio-Nunez (11-29-70) Conspiracy to Commit Distribution of a Controlled Substance-Methamphetamine / Theft 1
All of the subjects were lodged into the Washington County Jail.

OSP Traffic Contact Leads to 2 lbs. of Methamphetamine and two arrests in Northern Douglas County

An Oregon State Police (OSP) traffic contact Thursday morning south of Cottage Grove led to the arrest of two men on methamphetamine charges. The initial contact led to the discovery of about 2 lbs. of methamphetamine.
According to OSP Sergeant Steve Mitchell, on June 25, 2009 at approximately 6:00 a.m. an OSP trooper observed a traffic violation (Following too Close) northbound on Interstate – 5 south of Cottage Grove near milepost 166 involving a 2006 Nissan Altima displaying California license plates. After the Altima stopped, the trooper contacted the two occupants identified as driver RODOLFO GARIBO, age 24, from Seattle, and passenger ARNOLDO PALOMARES, age 22, from Michoachan Mexico.
Subsequent investigation during the contact led to the discovery of about 2 lbs. of methamphetamine concealed within the vehicle. An OSP drug detection canine assisted with finding the methamphetamine.
GARIBO and PALOMARES were both lodged in the Douglas County Jail for Unlawful Possession, Manufacturing, and Delivery of Methamphetamine.
OSP Roseburg troopers were assisted at the scene by Springfield Area Command troopers, and members from the Douglas County Inter-agency Narcotics Team.

A Salem man illegal mexican received critical injuries in a three vehicle crash on Interstate – 5 near milepost 255 in Salem.On June 28, 2009, at about 4:45 a.m., Oregon State Police (OSP) troopers and Salem Police were dispatched to a multi-vehicle crash on Interstate – 5 near milepost 255 (State Street). According to Sergeant Dale Young, a 1999 Lincoln Navigator, driven by, JOSE ZENDEJAS, age 26, from Salem, ( illegal alienwas southbound on Interstate-5 after having just entered the freeway from Market St in Salem. ZENDEJAS’ vehicle was struck from behind by a 1995, Mercury Villager van, driven by AZUCONA GARZA, age 31, from Salem. There was possibly a secondary impact between these same two vehicles and ZENDEJAS lost control of his vehicle and jumped the dirt berm in the median. ZENDEJAS’ vehicle rolled across all the northbound lanes
coming to rest on it’s side on the northbound shoulder.
GARZA fled the scene on foot, leaving her vehicle parked in the center southbound lane of Interstate-5. GARZA’S vehicle was struck from behind by a 2001 Mercury Sable, driven by CHADWICK NICHOLAS, age 36, from Stayton. In addition to NICHOLAS, his vehicle was occupied by DENISE STOCKBURGER, age 29, from Stayton.
ZENDEJAS was extricated by Salem Fire Department. He and his passenger, GEORGE CERVANTES, age 30, from Eugene were both taken to Salem Memorial Hospital. ZENDEJAS remains in critical condition. His Passenger,
GARZA was located nearby by Salem PD and was taken into custody on an unrelated Unlawful Possession of a Controlled Substance Schedule II charge. Once GARZA was contacted by Oregon State Police (OSP) troopers she was arrested for the following crimes:
-Driving under the Influence of Intoxicants
-Reckless Driving
-Recklessly Endangering (Four Counts)
-Fail to Perform Duties of a Driver (Misdemeanor & Felony)
-Assault II
-Assault III.
Additionally GARZA was cited for refusing a breath test. Garza was lodged at the Marion County Jail on the above listed crimes.
Salem Police Department, Salem Fire Department, and Oregon Department of Transportation all assisted at the scene. There were no troopers on duty when this crash occurred. Salem Police Department held the scene until troopers were called out from their residences and eventually arrived on scene. Interstate -5 was closed in both directions for about three and a half hours. Oregon State Police (OSP) troopers from Salem are continuing their investigation. Speed and alcohol are suspected to be contributing factors in the crash.

Earlier today — before the White House amnesty meeting — I sent the following letter to each of the 535 Members of Congress.
Most media and political focus on “reforming” our immigration system is based on concern for the 12 million citizens of other countries who have broken our immigration laws and have illegally taken residence and jobs in this country. My letter attempts to persuade these politicians that their focus should be on the 14 million Americans (and their families) who have lost their jobs and can’t find another one. As I said in a CNN interview today, 6 to 7 million unemployed Americans would have jobs if not for the presence of the illegal aliens.
Most importantly, my letter puts each Member of Congress on notice that 900,000 members of NumbersUSA will make sure that all supporters of amnesty answer for their actions during next year’s elections.

Dear Senator/Representative xmxmxmxm:
One week following U.S. Labor Department reports that there were more than five job seekers for every job opening and unemployment jumped to 9.4%, President Obama is meeting with lawmakers to discuss increasing immigration. The 900,000 grassroots activists of NumbersUSA ask you to stand for the 14.5 million unemployed U.S. workers when entering any discussion on immigration.
Consider the political impracticality and moral implications of a vote for amnesty or granting permanent job permits to 8 million illegal foreign workers while 14.5 million U.S. workers remain jobless.

Oregon ranks 11th for Refugees in the U.S.
Despite the contention raised over immigration, Oregon ranks 11th in the nation for refugees and asylees. Refugees are immigrants who must migrate due to persecution, while asylees are refugees already in this country who seek protection to stay in the U.S. for fear of persecution and even death if sent back to their homeland.
One Portland refugee agency, Sponsors Organized to Assist Refugees (SOAR), has been handling the majority of refugees into the state for more than 25 years. Even SOAR’s board of directors looks like a list from the United Nations. They resettle more than 1,700 refugees each year. But those numbers reflect a fraction of the applicants seeking to enter the U.S.
As one of the new gateway cities, Portland faces a challenge that is pitted between immigrants and native english speaking Americans. Legal American citizens are being displaced at every level in Oregon: jobs, housing, quality of life, safety, even the green spaces will need to be logged to house the invasion of third world immigrants and their families and their off-spring. The immigration policies of the United States will ultimately and sooner then we expect make the US an even worse place to live , than the places immigrants are supposedly fleeing.

Jailing Illegal aliens in Oregon costs taxpayers over $ 37 million a year

As many of you are aware we have been tracking the number of inmates with ICE holds incarcerated at the Oregon State Penitentiary. The number is now approaching 1200. That represents a 30 percent increase in just two years and is costing Oregon taxpayers over $37 million per year. Illegal aliens are incarcerated at a rate double what you expect out of their cohort.
In addition to the state penitentiary there are inmates with ICE holds in county jails. Below is data from just one of them, the Marion County Correctional Facility. The annual cost of just the incarceration of 80 illegal aliens is $2,715,000. Marion County is one of 37 counties in Oregon.

Office of Multicultural Health Services gets new leader, new focus, expanded mission

This month the Oregon Department of Human Services took an important step to reduce long-time disparities in health care, human services and employment by expanding the scope of the Office of Multicultural Health and bringing new leadership and focus to the mission.
Tricia Tillman, formerly of Multnomah County, has joined DHS as the administrator of the Office Multicultural Health. Under Tillman the office will provide statewide leadership and advocacy and work to improve the health status and access to health and human services of underrepresented populations in Oregon. The office will also be responsible for affirmative action, diversity intiatives and cultural competency in DHS.
“We are committed to helping people break down the barriers that keep too many people from getting equal health care, equal access, and equal employment in Oregon,” said Dr. Bruce Goldberg, director of the Department of Human Services.
Additionally, the office of Multicultural Health will be elevated into the office of the Director of DHS and Tillman will report directly to Dr. Goldberg.
Tillman comes to DHS from the Multnomah County Health Department in Portland. She managed the county’s Health Equity Initiative and the African American Sexual Health Equity Program. She also co-chaired the department’s Diversity and Quality Team.
She has spent her career working to promote a highly qualified, diverse workforce, to engage community in public health, and to identify and reduce health disparities.
“I am excited about having the opportunity to focus on multicultural issues statewide,” said Tillman. “And I’m really passionate about addressing health disparities and how to build a pipeline to get more diverse folks coming into public service fields.”
Tillman has worked in various capacities in maternal, child and community health over the past 16 years, coordinating efforts to improve the health of disadvantaged populations in Arizona, Massachusetts and Oregon. Focusing on women, children and communities of color, she uses strategies that include community organizing, participatory research, popular education and political advocacy.
She earned a prestigious Martin Luther King Fellowship from Boston University as well as a public health fellowship through the Congressional Black Caucus Foundation. She received her master’s degree in public health from Boston University and her bachelor’s degree in political science from Catholic University of America in Washington, DC.
Tillman began her new position on May 18.
