Police In Framington Ma withdraw from ICE Immigration Program meanwhile Luis Cervantes, illegal hispanic tries to murder girlfriend

gotta love the black humor here; on the front page next to this article is one where an illegal “hispanic male” tried to kill his girlfriend,- Nice ,the police are cowards and siding with violent illegals, betraying their country.
FRAMINGHAM
The Police Department divorced itself from a federal deal Thursday that gave it access to federal criminal databases and granted two officers the power to act as immigration officials.
The department pulled out of the agreement after Immigration and Custom Enforcement pushed to expand Framingham’s immigration enforcement role.
The federal government wanted to change the agreement by requiring local police to help issue immigration detainers and assist in deportations.
Police say that could alienate an already reticent immigrant community.
“We want them to report crimes,” said Police Chief Steven Carl. “We want them to call us when they’re victims. We don’t want them to be afraid of us. If we participated in the full (program), they’d be terrified of us.”
ICE’s wish would also have stretched an already understaffed department and cost a cash-strapped town more money, Carl said yesterday.
The original memo of understanding allowed Framingham Police to tap into a database to help investigate violent crimes.
Police spokesman Lt. Paul Shastany acknowledges the department has been caught in the middle of a debate on immigration enforcement. Some say the police are doing too much, others charge they’re not doing enough.
That division was reflected in the community as the news of Framingham dropping out of the federal program broke late yesterday.
Vera Dias Freitas, a local leader in the Brazilian community, said it is “wise that Framingham is pulling out of the program.”
“The reality is the existence of immigrants is everywhere,” she said.
“What needs to be done is immigration reform where people are able to find a pathway to citizenship. No one wants to be living in the shadows. We should be looking for ways to support such reform.”
Town Meeting member Dan Gittelsohn is on the opposite side.
He thought the federal government should allow every town and city to investigate and deport “any illegal alien in this country.” He thought that would better protect “every legal citizen of this country.”
Gittelsohn said he is outraged existing immigration laws are not enforced more stringently.
The program was better than nothing, he said, adding, “In defense of the Framingham Police Department, financially, I understand why they’re having a hard time with this.”
Framingham entered into the program, known as 297(g), in August 2007 because of crimes that were going unreported, said Shastany.
“Oftentimes people within the Brazilian community would know of a person who was using an alias and they would be reluctant to talk to us,” said Shastany.
The original agreement allowed police to tap into databases that can shed light on violent felons, human or drug smugglers, gang members or immigration fugitives. Some such criminals use aliases, so their names do not show up in the state or FBI databases typically used by local authorities.
Shastany cited two high-profile crimes – a death stemming from a botched black market liposuction in 2006 and a fatal domestic assault that same year – where Brazilians in the community did not go straight to the police to report a crime, despite the fact that Brazilians were victims.
“This was a way for us to use the information that we would not get during an investigation,” said Shastany. “Otherwise, we had no means to find out who people are.”
The intent of the program was to help solve “crimes involving gangs, guns, violent drug-related crimes, violent domestic assault and batteries, things like that.”
The original agreement did not call for officers to conduct random street operations, investigate day laborers or question the immigration status of anyone.
Police have stopped using computers they obtained from the federal government as part of the program. ICE needs to pick them up.
Even if the department wanted to undertake an expanded role in local immigration enforcement, it does not have the resources to do so.
Carl said it would “crush us, financially.’
Framingham Police do not have the manpower for things like seeking a deportation warrant and going to federal court to testify, said Shastany.
The agreement, in which the federal government authorized two officers to act as immigration officials, unsettled local immigrants.
Shastany said police didn’t use the program “as often as people think.”
Under 287(g), police arrested three immigrants connected to a spate of robberies within the first year of its implementation.
All three had connections to street gangs and were deported to Brazil.
Shastany stressed the department will continue to cooperate with ICE whenever possible. “We’re just not immigration officers,” he said.
The Barnstable County sheriff’s office was also pulling out of the program, according to the Associated Press.

A local ILLEGAL ALIEN HISPANICman told his girlfriend she was “going to die,” as he choked and beat her for about two hours yesterday in a van he stole from the woman’s husband, a prosecutor said in court.
Luis Cervantes, 32, was arrested at 7:31 a.m. after his girlfriend escaped from the van on Edgell Road and ran bare-footed down the street covered in blood and looking for help, prosecutor Felicia Scroggins said in Framingham District Court.
The woman did not appear in court because she was still being treated for her injuries, the prosecutor said.
The woman, who was not named in court, told police that Cervantes picked her up in her husband’s van early Friday morning at a party.
He was upset because she had been drinking and punched her in the face, Scroggins said.
They pulled up to Cervantes’ 258 Edgell Road home, and the woman tried to get out of the van.
“He stopped her and said, ‘Try to get out of this vehicle and I will kill you,’ ” said Scroggins. “For the next one and a half hours he punched her and yelled at her that he was going to kill her.”
At one point, Cervantes began choking the woman, who said she almost blacked out. “While being strangled by this defendant, he told her she was going to die,” said Scroggins. “This ordeal lasted two hours and she said she couldn’t even count the number of times she was punched in the face.”
After two hours, the woman said she scratched Cervantes a couple of times and she jumped out of the van without her shoes and ran for help.
“A man called police and said he saw a woman who was covered in blood, running up the street trying to flag cars down,” said Scroggins. “She had blood and several bruises all over her face and arms. The front of her shirt was covered with blood.”
Police later stopped the van Cervantes was driving and found the woman’s shoes in it. They also discovered that Cervantes had stolen the van from the woman’s husband.
Cervantes was charged with attempted murder, kidnapping by confinement, assault and battery, threatening to commit murder and intimidating a witness.
Scroggins asked Judge Paul Healy Jr. to hold Cervantes without bail pending a hearing to determine if he is a danger to the public.
Cervantes’ lawyer, Bridgett Bradley, did not argue for bail, and Healy ordered Cervantes held at least until Thursday’s hearing.

this is a real slap in the face to us who have been paying their salaries for so long and when we require their protection they refuse to give. nice going steve.
I care what this person thinks, why? The ‘Brazilian’ community should start dictating how our police departments operate, why? I find it funny that her next quote speaks about the ‘pathway to citizenship’ and she is a leader of the ‘Brazilian’ community. I just worry what comes next.
This is bitter sweet….
While i do believe that immigration reform is definetely in need. Lets at least get these people registered so we can keep track of them. Ignoring a problem isnt going to solve it.
I DO want them to deport people who commit serious crimes (excuse the fact that they are illegal in the first place….just this once) basically, if you arent here to live by the rules, then dont live here….its really that simple at this point. Im sick of trying to defend the brazilian community when there are morons out there commiting STUPID crimes..
if you dont care what she has to say, why do you care about what ANYONE has to say? thats what causes crime, why should i care about the laws?
slipery slope i know blah blah blah, red herring
A huge number of suspected open border players, thought the courts would kill it as unconstitutional, or at least delay it? An amendment was presented by Sen. David Vitter that prevents any further delays in the implementation of the Social Security Administrations No-Match-letter program. An amendment was also offered by Sen. Jeff Sessions that requires a permanent re-authorization of the application. The usual culprits tried to table the Sen. Sessions E-Verify amendment, but the motion failed and eventually passed. We have dubious decision makers in DC, who are not looking-out for the man/women in the street? This became very blatantly obvious in the stimulus bill, when no language omitted illegal workers from gaining at least 300.000 jobs in construction and other industries. The 247 G law is another successful police program, to identify illegal immigrants on the streets of our communities and highways. This law could be on the chopping block, as well as the ICE raids on pariah businesses. With modifications E-verify could detect illegal aliens applying for drivers licenses, car insurance, home mortgages, health care and much more? LET THE BLOODY EMPLOYERS WHO HAVE INSTIGATED THIS IMMIGRATION MESS–PAY FOR IT
Both California and Nevada’s lawmakers have a high percentage of illegal alien populace, so they are indebted not to enforce immigration laws. We as voters must transfer our frustration and anger to those who represent us at 202-224-3121. A continuous barrage of irate voters has upset the politicians applecart in their offices, demanding change? You will only discover the true patriotic American politicians by going to and examining their immigration grades at NUMBERSUSA, JUDICIAL WATCH & for OVERPOPULATION statistics CAPSWEB. If we hesitate about these issues, all is lost, and the anti-sovereignty groups will take away our jobs, freedoms. If you really want to view the absolute appalling state our roads, bridges, dams and drinking water structure, watch ‘The Crumbling of America.’ The History channel has been illuminating the complete and utter indifference, while we financially support the world, wars and illegal immigrants for the business community.
Ok forgive me. I don’t even know Ms. Freitas. She could be a wonderful person and one hell of a model American. I guess my point is why should the Framingham PD or any other American police department be concerned about how illegal immigrants or advocates of illegal immigrants would perceive a directive to reduce a crime.
The police being in this program was somewhat a deterrent of the influx of illegals who come to Framingham.
Now it’s open season again, and the illegals are going to come even more knowing they will get away with even more.
Mark my words this is going to come back to haunt the town.
So what do we do now with the 3 three police officers that were hired by the town to be part of the program?
Do we still hold on to them?
JR
Either that, get the laws regarding border-crossing, visas, and employment of non-citizens of the USA
REPEALED!!!!!!!!!
William LaBarge
Unfathomable. Would cops in Brasil, Mexico or Germany even entertain doing that..??
Like Obama they are surrendering..
Don’t think so? Go ahead and change it.
1) We have the anti-illegal immigration movement having a strong tinge of racism and hatred
2) We have the pro-undocumented immigrants not speaking up to call for the current Federal immigration laws repealed.
The 2nd group of folks here claiming to be friends of those here illegally, but don’t come on public record calling for the outright repeal for by not speaking out, it creates and maintain the environment where
A) the business community can exploit those here illegally for dirt cheap labor
B) those here illegally become targets of outright hatred and target of crimes.
IF THOSE WHO CLAIMS TO BE FRIENDS OF THOSE HERE ILLEGALLY, WHEN IT COMES TO REPEAL OF THE LAWS THAT REGULATE BORDER-CROSSING, VISAS, AND EMPLOYMENT OF NON-CITIZENS OF THE USA… WHY THE SILENCE ON CALLING FOR REPEALS OF SUCH LAWS.
After all, these laws are on the books, STUPID! LET GETS SOME HONEST DEBATES ON THE LAWS ITSELF. IF YOU DON’T WANT SUCH LAWS TO BE REPEALED, THEN YOU MUST ACCEPT THE NOTION THAT NOT ONLY IS IT FAIR GAME TO ENFORCE SUCH LAWS, IT IS THE DUTY FOR THE LAW ENFORCEMENT OF THE GOVERNMENT TO ENFORCE THE GOD DAMNED LAWS.
William LaBarge
parental consent, our fealess leaders in Framingham already DID that. It’s called the ”Welcoming Proclamation’ which encourages illegal aliens to infest Framingham. NOTE: Charles J. Sisitsky is the only remaining selectman in office that signed it.
see it here: http://www.abetterframingham.org/proclamation.html
There are HEROs on the FPD, like Officer Phil Hurton… and than there’s Chief Steven Carl…who says the FPD doesn’t want to ”alienate” illegal crimaliens.
Same goes for the people electing Rep. Pam Richardson to represent illegal aliens.
I’m sure there are two sides to this – seems to me ICE wants the FPD to do THEIR job, without giving them resources, thus draining resources meant for ALL residents of Framingham, not just illegals.
1. keep paid details in town.
2. oppose civilian flaggers.
3. keep the Quinn bill (that extra money cops earn on top of their regular salaries for attending college).
4. keep illegals happy.
5. keep the Selectmen happy.
6. keep the guys happy and awake during their regular shifts.
7. community policing.
NICE GOING CHIEF
But if FPD doesn’t have manpower for an ”expanded immigration enforcement role” required by ICE,
then how will FPD have manpower for an ”increased illegal alien crime wave” caused by a CONTRACTED enforcement role???
I just put a sign on my front lawn that reads ”Casa ‘A Venda” (translation: ”House For Sale”).
Hopefully, some illegal alien will want to buy it to convert into an illegal rooming house. Who else would want to buy in Framingham these days?!
P.S. Im taking a hiatus from reading the MWDN and posting on these message boards for a while. There’s simply too much depressing news about Framingham lately. Try not to miss me!
He can’t see the illegals from his house. No effect on his property taxes, or schools, or crime, or property value.
Illlegals commit crimes on Americans and themselves.
What we need is more enforcement not less.
The message that is being sent here is the police have given up the battle and now we are losing the war.
Crime is going to get worse and the citizens are now in fear even more.
Ttime to arm yourselves!
JR
glad I do not live in framingham the heydays are over
This is my problem, we have many illegal aliens taking jobs, and making it impossible for contracts to bid on jobs, because they are not paying taxes, and will work for a low wage.
So, what is more important to the community to be policed? Illegal aliens taking the jobs of tax payers and citizens or arresting a kid for having a small amount if marijuana, and charging him for distribution just to bust his ballz.
So instead of using this program, the framingham police have built the ‘Batman Spotlight’ in hopes of being a more cost effective program in reducing crime.
Obviously we dont need this program anymore since there is no crime left in town.
These actions by the police chief warrant the town to have a town meeting to discuss the PEOPLES viewpoint on this and not the viewpoint of a cowardly police chief. Chief Carl should read Sheriff Joe Apaio’s book called Joe’s Law.
That is a real law enforcement officer, a real MAN who respects what this country stands for. Time for Pam Richardson and our Selectmen to get us all together to discuss this blunder and cowardice of our police chief and get some policemen on the force who really respect this country and what it stands for.
I think is’t also time for the people to raise up with signs and protest the police department for this act of treason. We have lost control of our town and have given it to the illegal immigrants who now will see this as an act of cowradice and do more crimes upon their own people and laugh at Framingham as a town full of cowards and bozo’s.
ALL Framingham residents and REAL AMERICANS, should be OUTRAGED by this action of the police chief.. Time to resign chief Carl as soon as possible, go move to Florida or better yet, Brazil.

Framingham was a nice town when I was growing up. I have lots of good memories. No oversight, no management–a run away train. And now, a police chief who just doesnt give a F*k about illegals and has told the Feds to take a hike. Nice……………….
Second: The reason why Framingham has so many illegal immigrant and crime problems is not because of or the fault of FPD. The FPD does a terrific job policing in our town and it is not their fault that our federal government has let the entire US down on this immigration issue.
Third: With all due respect to Chief Carl ,who does a great job in his leadership role as Chief of Police, he should move to and live in Framingham where he is the Chief of Police.
Fourth: A large part of the crime problem in Framingham is due to the apartment halfway houses in downtown Framingham and unfortunately, the Salvation Army charity. The charity is overburdened with non-locals that haunt the facility and at times some of them create crimes in town potentially in tandem with the resident tennants at the halfway house apartments and/or guests.
Fifth: Framingham is a terrific town to live in. We have an accredited state college, we have a strong historic district and society, we have a reknowned museum, we have malls , parks, gardens, green spaces and a Town Manager that has suppported our town and has made a strong positive difference.
As a life long resident of Metro West, I am absolutely disgusted with your performance as Chief. You and you alone could have made a positive impact towards the safety and quality of live in the area. But instead, you have condemned the tax paying, law abiding public to have to deal with the hoard of lawless criminals that have invaded our community.
What’s next on your illegal hugging crusade.hang a Brazilian flag outside the station, above the American flag so it can show everyone what your priorities are?
If they are here illegally, they should be thrown out, no if, and’s, or but’s!!!
to enforce the second amendment ( for us, citizens…does not apply to the illegal scumbags)
to bring Joe Arpaio from Maricopa…
I would love to see those borderjumpers running back to brazil.
There is no group of people in the world — ethnic, religious, occupational, whatever — that’s moron-free. As omglykenoway says, there are some objectionable people in the immigrant community. Guess what? Same’s true for those of us who were born here, and they’re hanging out warts and all on this comment line.
W. LaBarge is right, the anti-immigrant movement is, I’d say more than ‘tinged’ with racism and hatred. (Yes, Rizolis, your ears are burning …) And I want to assure him that some of us are trying really hard to get the laws put on a more rational basis. I don’t favor fully-open borders any more than I favor absence of police. But I’m sure that if good, hardworking people who’d exhausted all their alternatives at home and really wanted to come to the US had a snowball’s chance of doing so legally, they’d jump at it. Right now they don’t, and that’s part of why so many folks come outside the law.
I also want to say that I get more than a little sick and tired of the ‘citizens vs. illegals’ dichotomy. ‘Illegal’ as a noun is a term of abuse, and in my opinion does not belong on the web site of a respectable paper.
You also need to deal with the fact that people can be legally present in the US on something between 20 and 30 different kinds of visas, or as Legal Permanent Residents. There is no way to arrive here and become an instant citizen. You have to spend a minimum of 3-5 years as an LPR.
I live — as do most people in the immigrant community — in a mixed-status household. There are three of us, all legally present, all related. Each one of us has a different status; if we invite some of my in-laws to dinner we can easily add 2 or 3 more. This means that we have, and have to carry, different documents, have different access to medical care, different conditions for travel outside the US. The immigration system complicates our lives enormously. And we have it easy compared to the folks without documents.
Treating this situation with capslock diatribes, or with Brittanicus-type boilerplate (B, when are you going to read an article before you hit the dratted ‘paste’ key??? Do you think you’re excused because you’re in Indiana?) really doesn’t help anyone.
To see some real life examples, watch a short video at www.restorefairness.org.
I am an immigrant who came here on H1B visa, worked my *** of for my citizenship and I would first among those who would swipe Framingham clean, board all illegals on a ship and sail them wherever they came from. It is a survival issue now – they come here and apply for jobs they ready to do for a fraction of price employers would have to pay to legal citizens. There are no enough jobs for everybody here anymore, those times are long gone.
There in Mexico they know how to deal with all those who come to them to compete with them. But here thanks to late mr. Kennedy entire issue got turned over 180 degrees. As a result good neighborhoods become slums and all normal people have to flee from them.
Illegals thrive only in areas where they can feed from a giving hand, hand that takes away from me and my children and gives to them. It is just moronic to keep things going like this. Feds can enforce set of rules to stop all that non-sense overnight, just as they can bite my *** immediately if I decide to cheat on my taxes. It is ridiculous to assume that they have no merits to check on every dime that goes via official payroll, my wife works in accounting so she knows perfectly how it works and how local companies use other companies that supply them with ‘contractors’. It is all pitiful and exists just because rich of this country benefit from this cheap labor source and simply do not want to cut it off.
Nevertheless, if Town Meeting takes its duties and responsibilities seriously, it can refuse to fund those departments that ignore the will and/or outrage of taxpayer residents. It can act on public safety since it has a standing committee which provides oversight and make recommendations to Town Meeting. And while there is a national review of immigration underway, or supposedly underway, Framingham can set priorities in public safety and work with ICE to deport the criminal elements in Framingham that abuses and preys on all residents.
Ummm, When they are not in the country legally, that would make them illegal. If you have a problem with them being called that, tell them to come here legally.
WE NEED A TOWN GOVERNMENT ACTION TO FORCE THE POLICE TO FILE CHARGES FOR ALL ILLEGAL IMMIGRANTS. IT’S THAT SIMPLE.
On the other hand, calling people various names is not civil as well.
There is hate on one side and hypocrisy on the other side.
It is no wonder why we have this controversy turning Framingham into a cauldron with plenty of bad chemistry happening.
I say that it’s time to either REPEAL THE FEDERAL IMMIGRATION LAWS or ENFORCE IT STARTING WITH CRACKING DOWN ON EMPLOYERS WHO GIVE THE UNDOCUMENTED IMMIGRANTS SANCTUARY BY ILLEGALLY EMPLOYING THEM.

With unemployment at a 26 year high, the New York Times has revealed that immigration authorities at the U.S. Citizenship and Immigration Services have undertaken preparations for issuing visas to 11-18 millions (?) My guess over 20 million + illegal aliens who would be granted–BLANKET AMNESTY–if Congress is–able–to pass immigration reform legislation. Now is the time to remind your Senators and Representatives at 202-224-3121, that we demand they do NOT enroll on to this ill conceived abomination. Into our country at least a million law abiding newcomers come annually, clutching their entry visas; many waiting for years for a chance at the American dream. But the thrall of lobotomized Democrats are in for a hard lesson, including some Republican business enthusiasts, who think it’s–going to be a simple solution approving this financial calamity.
This illegal alien mess has been methodically created by both parties for decades. But monumental amounts of the US population do not agree with this outcome. LaRaza, a radical anti-Sovereignty organization, will transform the US into a third world dumping ground yet? Incidentally regarding the 2010 Census? Small states will miss out big time on federal dollars, while mass illegal immigrant states will gain more seats in Congress and too much power and influence? Of course ICE could check the immigration status of those who are counted, even though it’s supposedly against US law? Or is counting non-legal residence against the US Constitution?
All we need is mandatory E-Verify to remove from every honest business, workers who came here illegally; those who don’t will suffer severe penalties. This is a murky back-door way for hard-line Liberal Democrats to sneak past all verification measures, which would approve a path to citizenship for lawbreakers thus giving them access to–YOUR–health care? All Americans GOOGLE–NUMBERSUSA, to uncover the deceitful way they plan to cheat all legal workers and citizens? America is already on the road to irreversible OVERPOPULATION. Do all the people out their who are suffering from a compassion syndrome, believe–ALL–Americans want to pay even higher taxes to support corporate welfare, for the millions they have already hired? I don’t think so?
This is one of the cloaked agendas of The Council of Foreign Relations to intensify the unfettered inflow of destitute peoples into North America. We already spend more money across the globe, than anyone else? Yet the United Nations is never satisfied. We already have a negative-dollar free trade treaty, which has seen the disappearance of our manufacturing industries. To me Globalism and internationalism are dirty words, and when Americans open their eyes it might be too late? Our country is being emasculated by the illegal immigration and the financial support poured out by unaware taxpayers. America is like the Greek god “Atlas” supporting the world and its issues? That is exactly what we are doing–SUPPORTING THE WORLD? For the record 15 Democrats are already discussing your fate, as they strife to undermine immigration enforcement amendments:
1. To permanently reauthorize E-Verify? 2. To complete the 700 miles of border fencing? 3. To continue and not rescind the No-match-letter program, that HS Napolitano has closed down. 4. Grassley’s amendment to allow all businesses that use E-Verify to run all of their current employees through the E-Verify system. Go see who the traitors are to our protection of the border at NUMBERSUSA. Napolitano who rules over the Homeland Security agency has compromised the immigration enforcement agencies policies, by taking away 287 G apprehension law from uniformed police across the land. She is supposedly placed in this security citadel to keep Americans safe, but her Democratic politics is taking control and therefore such powerful deterrents such as 287 (g), finishing the poorly constructed border fence, containing heavy duty ICE raids and just breaking down the already thin line that holds back criminal aliens, drug traffickers and the pollution of illegal law breakers who have no permission to enter America.
Do you know what the state of our highways or underground utilities? Each state has 30 year underground causeways of irreparable water and sewage pipes that our government has ignored. Again I say watch “The Crumbling of America” on the History channel. Each year our bridges and dams are deteriorating, so they do hasty repairs, but many are seeing deployable erosion that cannot be fixed, because the state has not enough money? Yet the Democrats want to cause an avalanche of impoverished people, who will want to bring in even more family members. Who’s going to recompense for them? Then even more will break through the fence, enter as a tourist or slip into America via the Caribbean? The onslaught will never end and our reservoir of cash is finally exhausted.
I have a hard time paying my taxes, without paying more for the impecunious, uneducated who slip into our sovereign country bring the criminals, the handicapped and elderly immigrants. Who pays for my family and kids, the house payment, health care and car? NOT THE BLOODY TRAITORS IN WASHINGTON ON BOTH SIDES OF THE AISLE WHO KEEP PILING ON HIDDEN TAXES TO SUBSIDIZE ILLEGAL FOREIGNERS AND FAMILIES FROM OTHER COUNTRIES. I’LL EVEN GO FOR PEOPLE WHO HAVE SKILLED JOBS AND SOMETHING TO OFFER, BUT NOT FOR JUST ANYBODY WHO TAXPAYERS HAVE TO SUPPORT? Learn more about corruption at JUDICIAL WATCH.
