Four Month Drug Investigation Leads to Arrests with Drugs, Cash and Firearms Seized

Case #08-57752(why did they put the mug shots in a word file? )Detectives of the Meth Strike Force, Salem PD Street Crimes and DART units, Keizer PD CRU, Polk Co. Inter-Agency Narcotics Team, DOJ, DEA and ICE concluded a four month long drug investigation involving the distribution of crystal methamphetamine.

During the afternoon hours of Thursday, May 14; Detectives served three search warrants, (two in Salem and one in Jefferson). Search warrants were served at 560 25th St. SE, 516 45th ST NE and 185 N. 6th, Jefferson.

During the course of the investigation, 3.7 lbs of crystal methamphine was seized with a street value of $148,000.; scales and packaging materials, two handguns and $6,000 cash.

Five suspects were arrested and booked into the Marion Co. Jail.

Arrested were the following suspects and charges:
1) Rafael MARTINEZ-AYALA, H/M, 48 yrs, dob: 06/01/60, 560 25th St. SE, Salem.
Charges:
* Distribution of Methamphetamine – 10 cts. Bail:$5,000,000.
* Poss of Cont.Subst/Methamphetamine more than 1oz Bail:$5,000,000.
* Dist. of Meth w/in 1000 ft of a school-10 cts. Bail: $5,000,000.

2) Maria PENA-MARTINEZ, H/F, 41 yrs, dob: 08/05/67, 560 25th St. SE, Salem. (wife of (S) Rafael Martinez-Ayala)
Charges:
* Maintaining a residence where drugs are used. Cite & Release(C&R)
* Criminal Mistreatment I – 2 cts. C&R
* Endangering the Welfare of a minor – 2 cts. C&R
Being held on an ICE hold.

3) Ernesto CARRANZA-DUARTE, H/M, 34 yrs, dob: 04/28/75, 582 S. Linden St., Cornelius.
* Dist. of Methamphetamine – 2 cts. Bail: $1,000,000.
* PCS/Methamphetamine more than 1 oz. – 2 cts. Bail: $1,000,000.

4) Candelario CARRANZA-VALDEZ, H/M, 25 yrs. dob: 02/02/84, 302 S. Nectarine St., Cornelius.
* PCS/Methamphetamine more than 1 oz. Bail: $500,000.
* DCS/Methamphetamine. Bail: $500,000.

5) Javier Pena LLAMES, H/M, 44 yrs. dob: 04/21/65, 560 25th st. SE, Salem.
* DCS/Methamphetamine. Bail: $500,000.
* PCS/Methamphetamine more than 1 oz. Bail: $500,000.
* DCS/Methamphetamine w/in 1000 ft of a school. Bail: $500,000.
