Case #09-27731At approx. 7:00 am, this date, Salem Police Street Crimes Detectives executed a search warrant at 3369 River Rd. North in Keizer. The search warrant was the result of drug investigation where (S) Cervantes had sold cocaine.Once Detectives made entry into the residence, (S) Cervantes was found to be gone, leaving her two children, ages 8 and 12 alone. A search of the residence revealed a small amount of cocaine found in the children’s bedroom. Also in the children’s bedroom where they were contacted, were several lit candles on a shelf close to the ceiling, which had been burning throughout the night. The candles were close enough to the ceiling that the heat was leaving black burn marks approx. 3 feet in diameter on the ceiling. Also found during the search were scales and packaging material.While Detectives were at the residence, they learned that (S) Cervantes was at work, having left about two hours prior. However, when Detectives checked for her, they learned she had gotten a phone call telling her that the police were at her residence and she then fled. Contact was made by phone with (S) Cervantes, but she refused to come home, despite leaving the children alone. Detectives located a possible address where (S) Cervantes may be at and when Officer’s from Keizer Police attempted contact, (S) Cervantes attempted to escape out the back. (S) Cervantes was taken into custody without further incident.

The children were taken into Protective Custody.

ARRESTED: Catalina Mendoza CERVANTES, H/F, 40 yrs, (dob: 07/30/68)3369 River Rd. North, Keizer.

During subsequent investigation and interviews in this case, it was determined that one of the suspects that was arrested gave a false name to officers.

Monica Guarjardo, 29-years old, was a passenger in the rear of the stolen vehicle and gave the name of Christina Arismendez when she was arrested. Guarjardo’s true identity was not discovered until later in the day.

As a result, Monica Guarjardo is being charged with Giving False Information To A Police Officer and was also arrested on warrants for Possession of a Controlled Substance-Methamphetamine and Giving False Information. Christina Arismendez WAS NOT arrested in this case.

Four suspects were arrested after a pursuit of a stolen vehicle that ended with the vehicle crashing into a business and two suspects fleeing on foot.

The incident began at approximately 10:10 am on April 28th when Salem Police Officer Mitch Mason spotted a vehicle that had been reported stolen to the Marion County Sheriff’s Office. Officer Mason noticed the vehicle stopped at a traffic light on Kuebler Blvd and Battle Creek Rd SE and ran an inquiry on the license plate. By the time Officer Mason received the information that the vehicle was stolen, it had proceeded from that intersection and onto Interstate 5. Officer Mason could not tell which direction the vehicle had gone on the freeway, so he notified other Salem Police units to watch for the vehicle.

Approximately four minutes later Salem Police Officer Marc Leeder spotted the vehicle going northbound on Lancaster Dr NE approaching Sunnyview Rd NE. When Officer Leeder attempted to turn around to get behind the vehicle, it fled northbound and turned westbound onto Sunnyview Rd NE. Officer Judy Rhine was eastbound on Sunnyview Rd at the time approaching Lancaster Dr and turned around to continue the pursuit of the stolen vehicle. The stolen vehicle proceeded westbound on Sunnyview Rd, turning north onto Hawthorne Ave NE, then eastbound onto Silverton Rd NE. As the vehicle approached Lancaster Dr on Silverton Rd, it went into the opposing lane of traffic then turned north on Lancaster Dr.

The stolen vehicle continued northbound on Lancaster Dr at moderate speeds then turned westbound onto Ward Dr NE. Officer Rhine performed a Pursuit Intervention Technique (PIT) on the vehicle on Ward Dr, but the vehicle was able to recover and continue westbound until it crashed into a building at Highway Trailer Sales, 3250 Ward Dr NE.

After crashing into the business, the driver, 20-year old Jose A Quezada, fled on foot from the vehicle. Officers and deputies gave chase on foot and the suspect was apprehended. Quezada was handcuffed and was being escorted back to the patrol vehicles when he was able to break away and run a short distance before he was apprehended again.

The front passenger in the vehicle also fled on foot after the vehicle crashed, resulting in officers cordoning off the area and conducting a canine search for the suspect. The Oregon State Police and Marion County Sheriff’s Office assisted throughout this process. After nearly two hours, this second suspect, identified as 29-year old Thomas W Cade, was spotted by Cpl Mark Croll. Cpl Croll gave the suspect commands, but the suspect refused to comply and again fled on foot. He was caught by officers a short distance away and taken into custody.

Found on the front passenger seat of the stolen vehicle was a .45 caliber semi-automatic handgun that was stolen from Newberg. There were also two females in the back seat of the vehicle at the time. They were identified as 19-year old Esmeralda Herrera of Salem and 23-year old Christina Arismendez of Salem. Both of these females remained at the scene after the vehicle crashed and were charged with Unauthorized Use of Motor Vehicle. Hererra was also cited for having an Open Container of Alcoholic in a Vehicle.

Jose Quezada was transported to the Marion County Jail and charged with Unauthorized Use Of A Motor Vehicle, Attempting to Elude, Escape, Theft by Receiving, Reckless Driving, Driving While Suspended and a warrant for Unauthorized Use of a Motor Vehicle.

Cade was charged with Unauthorized Use Of A Motor Vehicle, Interfering With A Police Officer and Parole Violation.

On April 7th, 2009 at 3:17 pm the Beaverton Police Department received a call from the Northwest Credit Union 8625 SW Scholls Ferry Road, explaining they had just been robbed. However, the suspect had already left the bank.When police arrived the bank employee explained she had been given a note telling her to hand over all the money at her station. She complied and once an undisclosed amount of cash was received the suspect picked up the note and left in a car.

The female bank robber was described as Hispanic, in her late 20’s to early 30’s, 5’8″, 180 pounds, with dark hair (in a ponytail) and a mole above her lip. She was wearing a dark zip front sweatshirt over a tank top, jeans, high heels and large black sunglasses.

Police also learned there was a second suspect, as there had been a driver waiting with the car. The driver was described as male and is possibly white or Hispanic, in his early 30’s and was also wearing sunglasses. The only description of the car used was that it had been a white sedan.

No weapons were displayed or implied and no one was hurt. The Beaverton Police Department and the FBI are continuing their efforts into the investigation; no additional information is available.

**Additional Photos attached:On 3-18-09, at 11:50 am, the Marion County Sheriff’s Office Street Crimes Unit responded to 4196 Campus Loop NE, Salem, regarding a drug complaint. An employee of the Department of Human Services – Child Welfare Division (DHS) also responded because there was mention that children were involved. Deputies attempted to make contact with the resident of 4196 for several minutes but no one would answer the door. While they were there detectives received information regarding another drug complaint in the same apartment complex. However, when they investigated it, they learned the residents were medical marijuana card holders and in compliance (no arrests or citations were issued).At 12:43 pm, detectives saw two young children enter the front door of apartment 4196 where they had been earlier. Detectives knocked on the door, again, but no one would answer. A key was obtained from the manager in order to check the welfare of the children. While they were preparing to unlock the door, Barbara Garibay-Herera (06/13/78) opened it and allowed detectives and Child Welfare to enter the residence. Detectives determined the apartment was unfit for the children to live in (see photos) and they were taken into protective custody by Child Welfare. Garibay was arrested for Criminal Mistreatment.While finishing the investigation at 4196, detectives received another complaint (from DHS) about potential drug activity at 4192 Campus Loop. Contact was made with Rosalind Garcia (10/25/83) and she consented to a search of her apartment. Detectives located a methamphetamine pipe lying on top of her night stand, a firearm on the mantel above her bed, hollow point ammunition on her floor, and in an unlocked safe on the night stand there were several Ziploc bags with meth residue, two cyclobenzaprine pills (muscle relaxers), and metal knuckles. Garcia was arrested and charged with Possession of Methamphetamine, Endangering the Welfare of a Minor (3 counts), and Felon in Possession of a Firearm. One child was taken into protective custody from the apartment and two others from a daycare.

While attempting to complete their investigations on the first three apartments in the complex, detectives received yet another drug complaint regarding 4194 Campus Loop. Detectives made contact with Rebeckah Vermilyea (8-18-76) and obtained consent to search the apartment where they found drug paraphernalia. Vermilyea was cited for Possession of Methamphetamine, and another occupant, Monica D. Guajardo (01/17/81) was arrested for a probation warrant and cited for Giving False Information to Police.This is an excellent example of agencies working together as well as neighbors being concerned about their quality of life and the safety of their community.
