This is the first time I have seen a police department take pains to list immigration status for all involved. Of course it is an old case, and it looks like part of it was lifted from a media story. If the victim was a legal resident it is most likely because of the 1986 amnesty. Its great for mexicans: wait long enough and Congress will make you a Citizen!

Independence, OR RE: Arrest of: Antonio Carrillo-Vera DOB: November 17, 1970 for Double HomicideOn December 23, 1995 Antonio Carrillo-Vera laid in wait outside his cousin’s apartment. When his cousin, Froylan Orozco Carrillo, left his apartment in route to a wedding Antonio Carrillo-Vera flagged him over. Antonio then shot Froylan twice at point blank range through the vehicle’s open window. Froylan Carrillo was struck twice in the head by the 9mm bullets and was killed immediately. His two year old daughter, Lelianna Carrillo, was seated beside him and was hit by a bullet that passed through her father. She died of that wound two days later on Christmas day.Antonio Carrillo-Vera then hid his weapon at his brother’s residence in Salem and with the help of his brother and another cousin, fled to Mexico. Antonio Carrillo-Vera is a Mexican citizen. The victim, Froylan Carrillo, was a legal alien and his daughter, Lelianna Carrillo, was an American citizen.
Our investigation revealed that our suspect told people that he had killed Froylan Carrillo because of thing that had happened in the past.
Antonio Carrillo-Vera was indicted by the grand jury in Polk County on January 17, 1996 on two counts of aggravated murder. Later a federal arrest warrant was added for Unlawful Flight to Avoid Prosecution. However, our warrants were only serviceable in the United States and Mexico objects to extradition of criminals back to the United States on crimes that may have a death penalty.
By March of 1997 it seemed clear that our suspect had no intention of returning to this country. We then completed the expensive and time consuming process to have all of our reports translated into Spanish and we filed for an Article IV in Mexico. An Article IV provides the Mexican authorities the information they need to arrest and prosecute a person residing in their country for a crime committed in another country.
Once the Article IV was filed we renewed our efforts, with the help of the FBI, to locate the suspect inside Mexico but his whereabouts were unknown.
Repeatedly since 1997 we have reopened this case as a cold case investigation and have tried to locate our suspect. The FBI has continued to assist in this effort, but the suspect continued to remain in hiding.
On December 11, 2008 we were informed by relatives of the deceased that our suspect was in custody in Zacatecas Mexico. Our office immediately began trying to confirm that information.
Raul Ramirez, (another example of how corrupt Oregon gov is, for Ramirez is the child of migrants and would not be here if our immigration laws were enforced. He asked Oregon Government to work WITH the Mexican Consulate with mexican gang cases. This is an outrage for a foreign government to intervene on the part of the US. The Police have to speak spanish.If we enforced the laws in this state instead of giving welfare to illegal aliens, we wouldn’t have a gang problem) of the Oregon State Sheriff’s Association, the California Department of Justice, and the FBI have all been instrumental in helping us move through the process of working with the Article IV. They have also assisted us in obtaining a positive identification on the suspect so that we could, with certainty, clear this case.
Yesterday January 26, 2008 we received fingerprint confirmation on the identity of the suspect. In addition, both the jail authorities and family members of the suspect have confirmed that the person in custody in Mexico is Antonio Carrillo-Vera, our suspect.
The process from here is for the Mexican authorities to prosecute Antonio Carrillo-Vera in Mexico on charges as outlined in the Article IV. If convicted he will serve his sentence in a Mexican prison.
The victim’s wife has relocated to the Dallas, Oregon area but the victim’s brother and other family members still lives in the Independence area.
This arrest clears the only open City of Independence homicide case since December of 1986 (22 years ago).
